USGEO Data Management: Earth Observation Common Framework and Big Earth Data Initiative

Abstract/Agenda: 

The US Group on Earth Observations (USGEO) Data Management Working Group (DMWG) is an inter-agency body established under the auspices of the White House National Science and Technology Council (NSTC). DMWG members have been drafting an "Earth Observations Common Framework" (EOCF) with recommended approaches for supporting and improving discoverability, accessibility, and usability for federally held earth observation data. The recommendations will guide work done under the Big Earth Data Initiative (BEDI), which provided funding to some agencies for improving those data attributes. The ESIP community, comprising active data users and software developers, is a stakeholder in this activity. This session will describe the draft EOCF, seek feedback from the ESIP community and, if time permits, report on select BEDI-related work being performed by the some of the USGEO agencies.

    • Provided the background of the USGEO.

      • 3 working groups: Assessment, International Activities, and the Data management.

    • Big Earth Data Initiative (BEDI).

      • Goal is to improve: Discoverability, accessibility, and usability.

    • The common framework include: data search & discovery services, data access services, data documentation, and compatible formats and vocabularies.

    • Data Search & Discovery Services:

      • Catalog search API, indexing/search using schema.org, and data citation/credit/usage tracking.

    • Data Access:

      • Several options and formats to obtain data.

    • Data Documentation:

      • ISO19115 is used mainly.

    • Data Formats and Vocabularies:

      • Different data types have adapted different standardized formats.

  • Comments/Questions:

    • The audience is very interested in "checkers" that are available for the standards.

    • Is there an evidence that a wider user groups beyond the developers of the system are using the system?  In other words, how are the data curation/management systems are being popularized?

      • The system is part of the knowledge that needs to be built.  As the different systems become more mature, ideally, the progress will be made towards that more diverse set of people will be using the systems to help them with different data needs in different environment.

      • During the collaborations between the different repositories, it is very important to examine the details critically, so that each implementation can help with specific issues.

  • Jeff DLB:

    • A list of summary of datasets were provided.

  • Questions:

    • How were the datasets chosen?

      • Based on the focused areas that were directed by the White House.

  • Sky:

    • Presented how USGS contributed to the Earth Observation Common Framework.

      • USGS has invested in human as well as technical resources.

      • In addition, USGS is sharing and exchanging practices with other communities.

  • Jeff (presentation #2):

    • Presented NASA BEDI strategy.

    • Further details and activities for the following four major areas of the framework were also provided: data search & discovery services, data access services, data documentation, and compatible formats and vocabularies.
    • For the datasets that were identified (as also presented by Jeff DLB), each dataset needed to meet all four of the following critera: metadata current and consistent, DOIs assigned and registered, data available via OPeNDAP and/or some other standards-based API or web service, and image availabe in GIBS.
